Open Question: Can one invest on index funds in the US like the s&p 500 if one is outside US?

Open Question: I want to open up a Roth IRA, which company should I use and what exactly do I pick inside the Roth IRA?
I’m 25, married, just got a new job, and am wanting to start my retirement. I’m contributing some money into a traditional 401(k) because my employer matches .50/$1 up to 4%. I also want to invest about $300/month into a Roth IRA. I’ve heard I should use a discount brokerage firm. Which companies are these, and which is the best? I’ve also read that I should invest in either ETF or broad index funds. Which of these is best? Or are there other options out there that are better? Thanks in advance for any advice!
Open Question: Currently, I am investing 100% of my 401k in MetLife Stable Value fund,?
I stopped putting money into Vanguard index fund when it got down to half of what it was when I started my 401k. But I don’t know really anything about stable value, but I think it’s not supposed to ever lose money. Can that be right? And, I’ve not seen any gains, either. How can I know if I’m making (or losing) money here?
I didn’t move any money that was already invested. I only changed future elections.
